The United Nations exists precisely for moments requiring collective human response but its authority is structural rather than genuine. Permanent Security Council members hold veto power that reflects 1945 geopolitics rather than current human reality. A species arriving tomorrow and asking to speak with whoever is in charge would receive an answer that satisfies nobody and represents everyone poorly.
Religious leaders represent the deepest frameworks of meaning for billions of people but no single tradition speaks for all of them. Scientists command credibility within their disciplines but not across the full spectrum of human values and concerns. Elected leaders carry democratic legitimacy within their borders and precisely nowhere beyond them.
The deeper problem is that first contact would immediately reveal how fragmented human civilization actually is beneath the surface unity that distance from other species has always allowed us to pretend we possess. Facing genuine otherness from beyond our world would expose every fault line we have spent millennia failing to heal.
The aliens arriving tomorrow would not find one Earth.
